Alimony Defaulters List Set for Public Release

Effective May 25, 2025, Russia will introduce a nationwide alimony debtor registry, as per Federal Law No. 114-FZ, enacted on May 29, 2024. This registry will be managed electronically by the Federal Bailiffs' Service and be accessible through the official website of the Russian Federal Bailiffs' Service.

Under the new legislation, debtors who fail to fulfill their child support obligations or refuse to pay alimony to disabled adult children or parents will be added to the registry. Additionally, individuals wanted by enforcement authorities and those who have yet to settle their debts will also be listed.

The registry is anticipated to be integrated into the "Bank of Executive Proceedings" service, offering an up-to-date record of chronic non-payers of alimony. Information concerning the debtor, such as the outstanding amount, case duration, and status, may potentially be publicly accessible until full repayment is made.

Theregistry aims to bolster adherence to alimony obligations by serving as a special informational source that encourages debtors to fulfill their duties to avoid reputational losses and potential negative impacts on their social, business, and financial activities. According to predictions, the registry may lead to increased enforcement, penalties, and restrictions for debtors, as well as possible challenges in accessing loans, credit, and employment opportunities.

While this new legislation represents a potential shift in alimony enforcement measures in Russia, it's essential to consult the text of Federal Law No. 114-FZ or official Russian government publications for precise and detailed information regarding the implementation and use of the alimony debtor registry.
