Addressing the Financial Burden of Nursing Home Costs in NRW

The financial burden of nursing home costs in North Rhine-Westphalia (NRW) is a significant concern for those in need of care and their relatives. As the population in NRW ages rapidly, with 21.5% over 65 years old in 2022 and projected to reach 27% by 2040, the need for affordable, accessible, and high-quality care solutions is becoming increasingly urgent.

In response, SPD state parliamentarian Sonja Bongers has proposed a state program aimed at addressing the needs of caregivers in NRW. However, this program does not directly address the issue of personal contributions to nursing home costs, which remain disproportionately high in NRW.

Bongers' proposal includes the establishment of short-term, day, and night care places, as well as care hotels within acceptable proximity. Barrier-free housing is central to this goal. The SPD-led or SPD-participating states typically prioritize social welfare and housing affordability, often promoting policies that include social housing programs emphasizing accessibility. Germany is implementing national and EU-level standards to enhance accessibility for all, including elderly and disabled people, with the European Accessibility Act (EAA) obliging EU member states, including Germany, to harmonize accessibility requirements for buildings, products, and services.

However, challenges such as slow adaptation and the need for better regulatory frameworks and subsidies persist. Successful projects like 'Community Nurse Plus' in Rhineland-Palatinate, and model projects in Berlin, Brandenburg, and Mecklenburg-Western Pomerania, could be adopted in NRW to accelerate the retrofit and construction of barrier-free housing.

The goal of politics is to enable as many people as possible to live in their own homes for as long as possible. Germany is advancing barrier-free housing and caregiver support through EU-driven accessibility regulations, national subsidy programs, and social welfare policies. These policies aim to meet the needs of the aging population by improving housing affordability, accessibility, and coordinated care.

However, it is essential to address the financial burden of nursing home costs on those in need of care and their relatives. SPD state parliamentarian Sonja Bongers' call for the introduction of a program to enable comprehensive barrier-free housing in NRW is a significant step towards achieving this goal. The Bertelsmann Foundation has made these calculations, and experts find that stronger tax incentives and simplification of bureaucracy might be necessary to make these measures more effective.
