Ministry Alters Prescription Procedures and Electronic Prescription Creation Methods in Health Sector
The Ministry of Health in Belarus has adopted Resolution No. 139, amending the Instruction on the Order of Issuing a Physician's Prescription and Creating Electronic Physician's Prescriptions. This decree, set to come into force on 16 November 2023, aims to modernize and streamline the process of prescription issuance and electronic prescriptions in the country.
The updated rules outline several key provisions. For instance, physicians are now required to include specific information such as patient details, diagnosis, drug name, dosage, and duration in their prescriptions. Electronic prescriptions, meanwhile, must be created, transmitted, and stored in compliance with data protection and healthcare regulations.
To ensure authenticity and prevent forgery, electronic prescriptions will require the use of authorized digital signatures. The decree also includes protocols for the integration of electronic prescription systems with healthcare providers and pharmacies, facilitating efficient prescription fulfillment.
Rules for accountability and control measures have been established to monitor prescription issuance and prevent misuse or errors. The procedure for obtaining written consent from patients for processing personal data and information constituting medical secrecy has been simplified when creating an electronic physician's prescription.
The decree supports the digitization of healthcare documentation, enhances prescription accuracy, and facilitates remote prescribing. It also aims to reduce paperwork and errors, and enhance patient care continuity.
However, due to the lack of detailed content in the provided search results, consulting an official Belarusian government legal database, the Ministry of Health website, or recent Belarusian legal publications would be necessary to obtain the exact updated rules of Resolution No. 139.
Other provisions of the decree include clarifications on the list of medications, narcotic substances, and psychotropic substances not allowed to be prescribed in excess of their single dispensing norms. The prescription form for narcotic substances has been supplemented with a reverse side, and the use of any abbreviations for the names of medicinal products, narcotic drugs, and psychotropic substances in prescriptions is prohibited.
The frequency of dispensing medication from a pharmacy using an electronic prescription has been clarified, and prescriptions can be issued for registered and unregistered drugs, narcotic drugs, and psychotropic substances in Belarus, as well as those imported into the country.
It is not allowed to indicate two medicinal products on a prescription blank if their validity periods differ. The validity period for narcotic substances prescriptions is now 15 days, while for electronic prescriptions, it can be either 30 days or 60 days. Only specialists with a personal seal can issue prescriptions, and only a doctor can issue prescriptions for drugs and dressings materials issued on preferential terms, including free of charge, as well as for narcotic drugs and psychotropic substances.
Prescriptions can be issued at the request of patients and/or one of their relatives without examining the patient and/or establishing a diagnosis in certain cases. This includes early access of patients to new treatment methods, medical care based on vital indications of a specific patient, or for medical care to a limited number of patients.
The forms of prescriptions for medications dispensed at full cost and for psychotropic substances and anabolic agents have been changed. The decree sets requirements for information on the stamp of a healthcare organization, and details about medicinal products, narcotic drugs, and psychotropic substances required for indication in a prescription or electronic prescription have been refined.
This update marks a significant step towards modernizing Belarus's healthcare system, making it more efficient, accurate, and patient-centric.
