Ministry of Labor intends to alter methods for determining sickness and maternity benefits payments

The Social Fund of Russia has made a significant change to its benefits system, with the introduction of new maternity benefits for students. From September 1, students in professional, university, additional professional education, and scientific organizations are eligible for these benefits.

Under the current rules, employees can receive benefits for each place of work, but if the insurers are different, the benefit is only paid by the one where the employee is engaged at the time of the insured event. However, this rule does not apply to the new student benefits.

The new benefits are calculated differently too. Unlike other benefits, which are based on the average earnings of the citizen over the past two calendar years, the new benefits are given regardless of the student's earnings. Moreover, these benefits are applicable regardless of whether the educational institutions are on a budget or not, and whether the students receive a scholarship or not.

The average benefit amount for students will exceed 90,000 rubles, with the maximum benefit for maternity and childbirth leave in 2025 being 794,300 rubles, and the minimum being 103,300 rubles.

Lyudmila Chikmachova, a prominent figure, has suggested a consideration for a unified benefit, calculated based on the sum of two insurable bases for social security contributions. This move is aimed at mitigating any perceived injustice towards young mothers.

However, there is no specific information available about when this debate on introducing a unified benefit will be legislated. The initiative is currently at the stage of "sketching changes in legislation" and "calculating the financial component" to understand its potential impact on the Social Fund's budget.

This change was made possible by a law signed by Russian President Vladimir Putin, which increases maternity benefits for students to 100% of the regional minimum wage. This marks a significant step forward in supporting young mothers in Russia.
