Most Likely Target of Domestic Violence Identified by Judge

A Fresh Take on the Persistent Issue of Domestic Violence in Minsk

Domestic violence isn't fading away, as a tough reality unfolds in Minsk, detailed by Judge Tatiana Motyli of the Moscow District Court in a Minsk News report.

Who's Caught in the Crossfire?

Predominantly, Motyli reveals, women, children, and the elderly are often the targets, due to their decreased ability to retaliate physically. Men usually form the aggressors in such instances.

Silence, a Powerful Silent Killer

Despite Minsk police recording approximately 8,000 domestic violence cases in 2024, the real number is likely much higher. Many victims choose to stay silent, enduring their tormentors' actions, crippled by fear, and reluctant to report their plight to the police.

"These distressing relationships have repercussions beyond the directly affected parties, including diminished self-worth, loss of self-respect, and a debilitating fear of life changes. This creates a vicious cycle of violence, often leading to the children who were once victims morphing into future abusers themselves," Motyli warns.

The Legal Response

Article 10.1 of the Code of Administrative Offenses typically comes into play in these cases. If "intentional infliction of physical harm that did not cause grave health issues" is proven, the perpetrator faces a fine of 10 to 20 basic units, community service, or administrative arrest.

If the prosecutor detects only "infliction of bodily harm, not resulting in physical injury, intentional infliction of pain, physical or psychological suffering, committed against a close relative, family member, or former family member, or violation of a protective order," the penalty remains the same, but the fine is capped at 10 basic units.

Breaking the Cycle

Systematic domestic violence is unending, with the abuser failing to change. Consequently, the wisest choice is to escape such relationships, followed by ensuring the offender receives legal punishment.
